Phil Rectra is the Artistic Director of the Cape Cod International Film Festival (CCIFF). He is passionate about film and the arts world of Cape Cod. He highlighted the short film "WE CAN’T LIVE WITHOUT COSMOS" at the 2015 CCIFF, praising its storytelling and animation.
